Dr. Cedric Sims is a senior leader within Booz Allen’s Justice, Homeland Security, and Transportation business. Cedric develops strategies to foster integration across the Department of Homeland Security (DHS) and delivers expertise, primarily cyber and analytics, to support complex missions. He has more than 25 years of experience in acquisitions and risk management, cybersecurity, capital planning, portfolio and program governance, and systems engineering applied to homeland security missions.
Prior to joining Booz Allen, Cedric served as president of Evermay Consulting Group, where he advised companies with strategic acquisition guidance, capture, and proposal services in delivering government services and technology solutions.
From 2010 until 2012, Cedric established and led the DHS Office of Program Accountability and Risk Management. As a lead executive in the Management Directorate, his efforts promoted better accountability of the $18 billion portfolio of DHS acquisition investments and matured the acquisition risk management process. Cedric’s portfolio included policy, governance, support services, program management certification and training, and risk management strategies related to program execution. He also chaired the Centers of Excellence Council and provided strategic leadership to component acquisition executives. Cedric also served as executive director of the Enterprise Business Management Office within the DHS Office of the Chief Information Officer. He oversaw enterprise strategies for governance of $6.4 billion of IT investments across DHS.
Before joining DHS Headquarters, Cedric served in leadership roles within the U.S. Secret Service. He defined, developed, and implemented a concept of future operations and facilitated the development of the Secret Service’s first, portfolio-based, 5-year budget that aligned with agency, departmental, and presidential objectives. While with the Secret Service, he also served as branch chief of network management, DHS senior infrastructure officer, and interagency communication coordination at the Salt Lake City Winter Olympics, G8 Summit in Sea Island, and various United Nations General Assemblies.
Cedric holds a B.S. in computer science, a B.S. in journalism, and a doctorate in engineering, all from Texas A&M University.
